Aims to promote systems that are able to prevent and respond to a range of child protection violations. Promoting the ability for early detection and response to child protection issues among relevant governmental and non-governmental stakeholders interacting with children in different sectors of social welfare, police, health, education and labour inspection is a cornerstone of the prevention approach on a systems level. This is complemented by awareness raising and community engagement, especially with children and through adolescent and youth participation, in order to address social norms that perpetuate violations of children’s rights, and prevent reporting of these violations. Promoting greater convergence among sectors will also enhance the effectiveness and quality of response. By doing so, the child protection systems in the country will be ready not only to respond to existing child protection risks and but also remain sensitive to emerging risks.
In order to support the transition towards a more integrated approach to child protection systems, Output 1 focuses on enhancing institutional capacities by creating systems and coordination mechanisms among stakeholders, and enhancing human resource capacity focusing on innovative and sustainable solutions.
By 2022, increased capacity of national and sub-national social service, justice and security sector to prevent, identify and provide quality and adaptive responses to child protection violations, including before, during and after emergencies.
