Ireland has been supporting a modest development cooperation programme in Myanmar since 2013 managed by Embassy Hanoi. Support for development cooperation programmes in Myanmar is set against the backdrop of intense change and political transition in the country. In 2018 total funding of €500,000 is earmarked to address fragility and support transition

Ireland’s Embassy in Bangkok has been credited to Myanmar since 2016. Embassy Hanoi has oversight responsibility for the development cooperation programme in Myanmar. A multi-annual Mission Strategy detailing Ireland’s engagement in Vietnam and the Mekong Sub-region (Cambodia, Lao People’s Democratic Republic (PDR), and Myanmar) is in place for the period 2017-2020. This includes a regional Irish Aid programme, which will continue to provide support to Myanmar through a number of established partners to address fragility and support transition.

In particular, funding support is provided to: strengthen food and nutrition security and livelihoods of poor farmers making it easier for people to cope with setbacks and change (LIFT); for mine clearance and risk education (MAG); to support ethical and responsible business (MCRB); and, in response to humanitarian/recovery needs in an underfunded crisis in Rakhine State (Plan). The Embassy in Hanoi works jointly with the Irish Embassy in Bangkok and with HQ-DCD in the implementation and oversight of the development programme in Myanmar.

Embassy Hanoi’s Mission Strategy 2017-2020 represents a step-change for Irish Aid support in Myanmar in terms of committing to multi-annual funding to partners – up to 2016 funding had been provided on a year by year basis. The move to a multi-annual commitment is intended to encourage partners take a longer-term strategic focus and to ensure the delivery of more sustainable results, continuity of activities and staff and in particular in conflict affected areas, to support organisations assist communities as they navigate the transition from acute humanitarian crisis to recovery.
